Admission to the Order of Merit is the highest civilian award for merit in Canada. Founded in 1902 by King Edward VII to recognize distinguished service in the armed forces, science, art, literature, or for the promotion of culture, the Order of Merit has one grade and carries with it only the post-nominal letters OM. One of the few dynastic orders in Canada, the order's membership is limited to, at one time, no more than 24 living individuals from the Commonwealth realms. Four Canadians have been appointed to the order: William Lyon Mackenzie King, Wilder Penfield, Lester B. Pearson, and Jean Chrétien. There is only one grade to the Order of Merit: Member (OM).
The Victoria Cross created in 1993, is a military decoration and the highest award within the Canadian honours system, taking precedence over all other orders, decorations, and medals. It is awarded by either the Canadian monarch or his or her vice-regal representative, the Governor General of Canada, to any member of the Canadian Forces or allies serving under or with Canadian military command for extraordinary valour and devotion to duty while facing hostile forces. Whereas in many other Commonwealth countries the relevant version of the Victoria Cross can only be awarded for actions against the enemy in a wartime setting, the Canadian government has a broader definition of the term enemy, and so the Victoria Cross can be awarded for action against armed mutineers, pirates, or other such hostile forces without war being officially declared. Recipients are entitled to use the post-nominal letters VC (for both English and French) and also to receive an annuity of C$3,000. The decoration has not been awarded since its inception.
The Cross of Valour is a decoration that is, within the Canadian system of honors, the second highest award (superseded only by the Victoria Cross), the highest honor available for Canadian civilians, and the highest of the three Canadian Bravery Decorations. Created in 1972, the medallion is presented to individuals, both Canadians and foreigners, living and deceased, who have performed acts of the most conspicuous courage in circumstances of extreme peril and grants recipients the ability to use the post-nominal letters CV.
