The President can issue a proclamation of emergency under Article 356 if he is satisfied that there is a breakdown of constitutional machinery in the state. He can either act on the Governor's report or otherwise. The proclamation is made subjective to the President's satisfaction and hence he may refuse to impose President's rule if he is not satisfied on the receipt of the Governor's report.
